摘要： 根据煤炭矿产资源开发利用方案的编制实践和体会，分析了其编制、审批工作对煤炭矿产资源有序开发、合理利用的重要作用。并结合煤炭资源的固有特点，重点讨论了编制目的、井田境界、资源储量计算、开发利用方案比选以及资源综合利用、安全生产建议等编制要点问题|同时提出了控制和提高编制质量的建议，为煤炭矿产资源开发利用方案编制工作提供了一定的参考借鉴。

Abstract: Mineral resources exploitation and utilization scheme is one of the most important documents for mining enterprises to obtain mining license in China, whose compilation and approval plays an important role in orderly development and reasonable utilization. Based on compilation practices of coal mineral resources exploitation and utilization scheme, this paper analyzes and discusses compilation essentials such as compilation purpose, mine field boundary, reserve calculation, scheme comparison, comprehensive utilization, safety suggestion，etc. It will provide some reference significances to compilation work.
